She was the director of the Academy for Educational Development's Human Resources and Institutional Development Division, including Higher Education Management Services Department. As Executive Director of the Council for International Exchange of Scholars, Ms. Olsen managed the Fulbright Scholars Program with 2,000 exchanges in 140 countries. As Chief of Staff, she supervised, managed and developed policy for international, technical, and management division at Peace Corps as it expanded into twenty-five new countries. Ms. Olsen has also served as Peace Corps Country Director in Togo, cosponsored disaster assistance training for Peace Corps and government officials, and assisted in the organization of the training for missions in the Pacific Islands and in Asia. At Youth for Understanding, she oversaw a 120 person staff exchange program between the US and twenty-seven other countries serving 6,000 students per year. Her earlier experiences included designing small government management training programs for 20 town governments in Kenya, and developing materials for the Office of Foreign Disaster Assistance.
From 1992 to 1997, she was the Executive Director of the Council for International Exchange of Scholars, the organization responsible for managing the Fulbright Scholar program. From 1979 to 1984 and again from 1989 to 1992, Olsen served at the Peace Corps in a variety of positions including Chief of Staff under Paul Coverdell and Elaine Chao; Regional Director for North Africa, Near East, Asia and the Pacific and Country Director in Togo.
