Dear FOIA officer, This is an appeal under the Freedom of Information Act, 5 U.S.C. § 552. I'm appealing this decision because it is inconsistent with the previous decision to release the documents to me at a set price. SeeFOIA #05-104 http://www.peacecorpswiki.org/FOIA_05104 . The documents are vital to applicants as they seek to navigate the non-transparent medical clearance process. The information which I have requested is clearly releasable under FOIA and in my opinion, may not validly be protected by any of theAct’s exemptions. I trust that upon re-consideration, you will reversethe decision denying me access to this material and grant my original request.As I have made this request in the capacity of as an interested memberof public and this information is of timely value, I would appreciate your expediting the consideration of my appeal in every way possible.Thank you for your assistance.

This is in response to your Freedom of Information Act (FOIA) request dated March 21, 2011. Specifically, you request, “1. 2007 Medical Screening Guidelines Manual, 2. 2008 Medical Screening Guidelines Manual, 3. 2009 Medical Screening Guidelines Manual, 4. 2010 Medical Screening Guidelines Manual, 5. 2011 Medical Screening Guidelines Manual.” Pursuant to 5 U.S.C. §552 (b)(2), we are withholding the Medical Screening Guidelines Manuals. Exemption 2 exempts from mandatory disclosure records related solely to the internal personnel rules and practices of an agency.
The Medical Screening Guidelines Manuals are used solely internally at Peace Corps.You have the right to appeal this decision. Should you wish to do so, please send your written appeal within 20 days of your receipt of this letter. Based on release of the 2006 Medical Guidelines there should be approximately 40 sections in each of these manuals, I would like them in their entirety .
