This is the Peace Corps' response to your Freedom ofInformation Act (FOIA) appeal. Specifically, you are appealing the denial of information regarding the Biennial Volunteer Survey's results for the years 2000, 2002, 2004, 2006 and volunteer survey results for all Peace Corps countries and programs for 2009-2010 in response to FOIA Request No.: 10-072.
After careful review, I have determined that the response to your request was proper, and I find no basis for disagreeing with the initial determination made by the FOIA Office. Therefore, I am denying your appeal. Individual country and volunteer survey results which contained opinions, recommendations, and personally identifiable information were appropriately withheld pursuant to 5 U.S.C. 552 (b)(5) and (b)(6). Exemption 5 protects inter-agency or intra-agency communications where the disclosure of the information would impair the agency's ability to obtain information that is essential to the agency's decision-making process. Exemption 6 protects information involving matters of personal privacy. Volunteer respondents were assured that their responses would remain confidential.
This is the final decision of the Peace Corps on this FOIA appeal. If you disagree with this decision, you may seek judicial review in accordance with 5 U.S.C. § 552(a)(4).

This is an appeal under the Freedom of Information Act, 5 U.S.C. § 552.The information which I have requested is clearly releasable underFOIA and in my opinion, may not validly be protected by any of theAct’s exemptions. I trust that upon re-consideration, you will reversethe decision denying me access to this material and grant my originalrequest.As I have made this request in the capacity of a scholar and thisinformation is of timely value, I would appreciate your expediting theconsideration of my appeal in every way possible.Thank you for your assistance.

This is in response to your FOIA request. Specifically, you request "1) The 2000, 2002, 2004, 2006 Biennial Volunteer Survey's conducted by the Office of Strategic Information, Research and Planning for all Peace Corps countries and all Peace Corps programs: a) Each individual country's survey results and reports for each year b) Each individual country's survey results and reports for each year for volunteers over 50 c) Each individual country program's survey results and reports for each year 2) 2009, 2010 Volunteer survey results (please state if survey results are now collected annually) for all Peace Corps countries and all Peace Corps programs: a) Each individual country's survey results and reports for each year b) Each individual country's survey results and reports for each year for volunteers over 50 c) Each individual country program's survey results and reports for each year."
The individual country survey results and Volunteer survey results are being withheld pursuant to 5 U.S.C. §§ 552 (b)(5) and (b)(6). Exemption 5 protects inter-agency or intra-agency communications that are protected by legal privileges (the deliberative process), the general purpose of which is to "prevent injury to the quality of agency decisions." The opinions and recommendations of the survey respondents are integral to the policy making process within Peace Corps. Exemption 6 protects information involving matters of personal privacy. The volunteer respondents were given the expressed assurance that their individual responses would not be revealed. Releasing the information would constitute a clearly unwarranted invasion of privacy.
You may appeal the denial of information within 20 calendar days from your receipt of this letter. The appeal should be sent to Earl Yates, Associated Director - Management, Peace Corps 1111 20th Street, NW - Washington, DC 20526. Both the appeal and envelope should be clearly marked "FREEDOM OF INFORMATION ACT APPEAL."
